Iran-backed Houthi militants struck Saudi Aramco’s headquarters in Dhahran and targeted Riyadh’s King Khalid International Airport over the weekend of 11–12 October 2026, intensifying concerns over Middle East supply disruptions. Brent remains elevated near $105.50/bbl, down from a recent peak of $108 but still up roughly 75 % year-on-year. France’s September CPI surged to 3.0 % (up from 2.4 % in August), driven by energy and services. This combination of elevated energy costs and resurgent inflation reinforces the case for an ECB hike at the 28–29 October meeting.

Effective 1 October 2026, the Banque de France raised the taux d’usure for mortgages of 20 years and above to 5.40 % (from 5.29 % in Q3), and to 4.68 % for 10–20 year loans. While these higher caps give more breathing room, average market rates are rising fast: the typical 20-year mortgage now costs approximately 3.86 %, up from 3.43 % in September. With the OAT near 4.87 % and a further ECB hike widely expected, rates may approach 4.00–4.10 % by year-end. A pre-agreed rate offer secured today offers tangible protection against further increases.
The French 10-year OAT yield reached 4.87 % on 12 October 2026, its highest level since November 2007. This represents a +42 bp rise since September’s briefing (from 4.45 % on 14 September). The OAT/Bund spread has widened sharply to approximately 141 bp, the largest in several years, reflecting heightened investor concern over France’s fiscal trajectory (public debt exceeding 115 % of GDP and budget deficit above 5 % of GDP). French lawmakers have begun debating revenue measures, but parliamentary support for meaningful spending cuts remains uncertain ahead of the 2027 presidential election. The government has pledged to reduce the deficit to 5 % of GDP by 2027, though independent analysts question the timeline. Elevated borrowing costs crowd out private credit and increase debt-service costs.
The Saudi-Houthi conflict escalated sharply over the weekend of 11–12 October 2026: Iran-backed Houthi militants struck Saudi Aramco’s headquarters in Dhahran and targeted Riyadh’s King Khalid International Airport. Saudi Arabia intercepted a ballistic missile fired toward Riyadh on Monday morning. Brent crude, which had already surged to $108 in late September following the Petroline attack, consolidated above $105.50/bbl. Concerns about tanker security in the Strait of Hormuz persist, with the US facilitating passage of over 19 million barrels to stabilise flows. Saudi production has partially recovered (September output up roughly one-third from the post-attack low), but uncertainty over the security of Gulf energy infrastructure continues to put a floor under oil prices. For France, this translates to higher energy import costs, sustained inflationary pressure, and rising household fuel bills heading into winter.
The ECB Governing Council meets on 28–29 October 2026 with markets pricing a roughly 70 % probability of a third consecutive +25 bp hike. The September hike (deposit rate to 2.50 %) and the persistent energy shock from the Middle East have reinforced the hawkish stance. ECB President Lagarde, speaking at the IMF-World Bank Annual Meetings in Washington, stated that “energy-driven inflation has not yet spread fully across the euro area”, supporting a data-dependent approach, but also emphasised vigilance. Euribor rates continue to price future tightening: Euribor 12M at 3.30 % is 80 bp above the current deposit rate. The implied terminal rate stands at approximately 3.00 % by early 2027 (consistent with Goldman Sachs and Nomura forecasts). For property buyers with variable-rate mortgages, each 25 bp hike adds roughly €12–15 per month per €100,000 borrowed.
